Haslam Park Pupil Leadership Strategy 2026/27
Our Pupil Leadership Strategy aims to provide meaningful opportunities for children to develop leadership skills, confidence, responsibility and a strong sense of belonging within our school community. We want every child to understand that they can make a positive difference to Haslam Park and wider community. Pupil leadership will therefore be inclusive, purposeful and accessible, with specific consideration given to ensuring that children with SEND and pupil premium are represented and actively involved in leadership opportunities. Pupil leadership will not simply be about holding a title or completing a task. Our aim is for children to develop genuine leadership skills and to see the tangible impact of their ideas and actions.
Strategic priorities
We will:
- Provide a wide range of meaningful pupil leadership opportunities across Haslam Park Primary School.
- Ensure leadership opportunities are accessible to children of different ages, abilities, backgrounds and starting points.
- Actively promote and monitor participation of pupils with SEND and pupils eligible for pupil premium, ensuring that these children are not disadvantaged in accessing leadership roles.
- Develop children's confidence, communication, teamwork, decision-making and problem-solving skills.
- Give pupils genuine opportunities to contribute to school improvement and influence decisions.
- Ensure pupil leaders understand their responsibilities and are supported to fulfil their roles effectively.
- Celebrate and recognise the contribution pupils make to the school community.
- Develop leadership opportunities progressively from KS1 through to KS2, building children's skills and independence over time.
Pupil leadership opportunities
We will provide a range of leadership opportunities, including:
- School council representatives
- Sports leaders
- Eco leaders
- Value Ambassadors
- New starter Leaders
- Prefects
- House captains
- Future Leaders
Inclusion and representation
A fundamental principle of our strategy is that pupil leadership must be representative of our whole school community.
We will therefore monitor participation across key groups, particularly:
- Pupils with SEND
- Pupil premium pupils
- Different year groups and ages.
- Boys and girls.
- Pupils from different backgrounds and starting points.
We will identify and remove barriers that may prevent children from taking on leadership responsibilities. Where appropriate, pupils will receive additional encouragement, scaffolding or support to enable them to participate successfully. We will be particularly mindful that leadership opportunities should not automatically go to the most confident, articulate or academically successful pupils. We will seek to identify potential, as well as existing leadership skills.
How we will measure success
The success of pupil leadership will be measured through both participation and impact. Each half term the classroom leaders will change. The Y6 Leaders and School Council Leaders will stay the same throughout the academic year. Every child in school will have a classroom job.
We will monitor:
- The number and range of pupils participating in leadership opportunities.
- Representation of SEND and pupil premium pupils within leadership roles.
- Pupil voice and feedback about leadership opportunities.
- Children's confidence, communication and independence.
- Evidence of pupils taking responsibility and making decisions.
- The number of pupil-led ideas or initiatives implemented.
- The impact of pupil-led projects on the wider school community.
- Staff observations of children's leadership behaviours.
- Participation and engagement across different year groups.
- Progression in leadership skills as pupils move through the school.
Monitoring and evaluation
Pupil leadership will be monitored through a regular cycle of review.
This will include:
- Termly review of pupil leadership participation and representation.
- Continuous monitoring and check ins of the Y6 Leaders
- Specific monitoring of access and participation for SEND and pupil premium pupils.
- Pupil voice
- Staff feedback and observation.
- Review of pupil-led projects and their impact.
- Evaluation of whether pupils have been given genuine opportunities to influence decisions.
- Celebration and sharing of successful leadership activity.
- An annual evaluation of the overall pupil leadership strategy.
Where participation data shows that particular groups of pupils are underrepresented, we will identify barriers and put targeted actions in place.
Intended impact on pupils
Through the strategy, we want pupils to:
- Become confident and articulate leaders.
- Develop resilience, responsibility and independence.
- Understand that their opinions and ideas matter.
- Work effectively with others.
- Develop empathy and an understanding of different perspectives.
- Take responsibility for improving their school and community.
- Develop communication, organisation and problem-solving skills.
- Become increasingly confident in making decisions and taking appropriate risks.
- Develop skills that will support them beyond primary school.
Most importantly, we want every pupil to see themselves as capable of leadership.
For SEND and pupil premium pupils in particular, we will ensure that leadership opportunities are actively identified, encouraged and supported, so that these children have genuine opportunities to develop confidence, influence others and contribute to school life.
Intended impact on the school
Effective pupil leadership will contribute to Haslam Park Primary School where:
- Children's voices are heard and valued.
- Pupils have genuine opportunities to influence school life.
- Children take greater ownership of their environment and community.
- Pupils develop a stronger sense of belonging and responsibility.
- Leadership becomes part of everyday school life rather than being limited to a small number of formal positions.
- Staff increasingly see pupils as partners in school improvement.
- Barriers to participation are identified and addressed.
- SEND and pupil premium pupils are visible, active and valued contributors to school life.
Accountability
Emma Collett is responsible for pupil leadership and will oversee the implementation of the strategy and report regularly to the wider leadership team. Pupil leaders will have clear roles, responsibilities and expectations. Emma Collett will have regular checkins with pupil leaders each half term. Adults supporting pupil leadership will provide appropriate guidance while ensuring that pupils retain genuine ownership of their projects. The strategy will be reviewed annually, using evidence from pupil voice, participation data, staff feedback and the impact of pupil-led activity.
Our ambition is that every child, regardless of background, ability or circumstance, has the opportunity to lead, contribute and make a difference — with SEND and pupil premium pupils explicitly represented and prioritised throughout the strategy.
